The sweet and simple design is a smart idea if you're on a budget—ask your cake designer to keep the decorations on the minimal side, as demonstrated by the fondant flower cut-outs affixed to the base of each tier. And if you're up for a DIY project, you could easily make a similar paper-flag banner using wooden dowels and a variety patterned papers.
